The Parish Plan is delivered.

The week begining 10th May, 2004 saw many large boxes delivered to the Danbury Parish Council Offices - they contained the finished product.

After months of Draft writing and editing the final Plan booklet was completed. The Parish Council decided that every household in Danbury would have a copy. This was distributed by Councillors & helpers.

Additional copies are available from the Parish Office in Mayes Lane, Danbury for £5.00.

What does it look like & contain?

It is printed on lovely gloss paper & looks very smart.

It contains 32 pages between front & rear pages which contain an aerial photograph & a detailed map of Danbury.
Page 1 & 2 are a Contents & Foreward Page.
Page 4 starts the History and Page 5 is "What does Danbury look like now.
Listed Buildings are on Page 6.
The Built Environment is on Page 10 with the Neighbourhoods on Page 12.

Danbury Parish Plan Information
Danbury

Danbury is a village of around 6,000 people situated five miles (8 km) to the East of Chelmsford in the County of Essex, England.

It is situated on top of a wooded ridge some 350 feet above sea level. This feature makes the local enviroment quite different from the surrounding flat Essex countryside.



What is a Parish Plan?
The Government wishes to give rural communities a bigger opportunity to run their own affairs, and to set out a vision for their town or village to guide its future development. Some communities have already prepared Village Design Statements or carried out a Parish Appraisal. Many have looked at local housing need and the allocation of land for industrial and commercial development.

But a Parish Plan is more than a design statement or survey of housing needs. It should cover everything of relevance to the people who live in the parish including social, economic and environmental issues. It will need to address the needs of the entire community and everyone should have the opportunity to participate in its preparation.

In short the Parish Plan:-

  • Will identify the issues that are important to that community.

  • Highlights the needs and the aspirations of the community.

  • Pinpoints the opportunities that exist for improvement.

  • Every household and business in the Village has been consulted giving them the chance of being heard, not just those who speak up at local meetings.

  • It will enable future projects to be planned with the knowledge that the community will support them.

  • Through working towards a common goal the Plan brings groups and individuals in the community together.

Danbury Business Questionniare

The Business Questionnaire has been circulated to 97 of the major businesses. A good return rate has been achieved.


Progress Report - September 2003

The Parish Plan Team have been working hard to assimilate all of the information gleaned from the residential and business questionnaires and the workshops into a report for the Parish Council. The report will address all of the areas covered by the questionnaire and contain relevant information that was obtained from the schools and village workshops. The report will also contain two specific sections; Supplementary Planning Guidance (SPG) and the overall report of which the SPG is an integral but discrete part. This is so the SPG can be separated out from the report and exist in its own right thus enabling the guidance to be sent out to those making planning applications along with the other normally distributed documentation.

Both the overall report and the SPG will contain recommendations to the Parish Council to enable them to formulate village opinion and requirements into a village action plan. The overall report is now in a high state of readiness thanks to the input of several members of the team compiling the information on certain elements and the stirling efforts of Norman Bartlett in collating the whole.

The SPG as drafted has been submitted to Chelmsford Borough Council for comment which is currently awaited. The SPG cannot override policy contained within the Local Plan; only offer additional guidance and detail on interpretation of that policy as it affects Danbury. That having been said the new deposit draft Local Plan has been withdrawn by the new Borough Council which means we are still operating under the existing Local Plan and our SPG was drawn up on the basis of the new plan. This does not mean it was all wasted effort because the guidance contained therein is still relevant but it does require further amendment to correlate with the existing plan and to address some issues not contained in the old plan but which were in the new one. Until we know for certain how the Borough intend to manage planning and the relevant status of the current Local Plan we will be in a certain state of flux.

The purpose of this Web Site is to present the progress of the Plan to the local community and to give notice and agendas of Committee Meetings and other information.

Progress on developing The Plan will also be reported in the Danbury Village Times Newsletter.
